In 1977, France and the United Kingdom decide to dissolve the
Assembly and to call for new elections. They took place on November 29, 1977.
The representatives of the moderate parties, who are candidates because of the
abstention instructions issued by the Vanuaaku Party, are proclaimed elected
without electoral competition. In fact the confrontation is in the street, the
VAP tries to establish a "Provisional Popular Government of Vanuaaku" (GPPV).
The same day the flag of VANUAAKU was hoisted. Many masts were destroyed by
opponents, there were riots and the police had to intervene in the islands de
Santo, Mallicolo and especially in Port-Vila where a counter-demonstration of
the moderates was harshly repressed by the British troops.
But it was a
victory for the GPPV because the flag has been, despite everything, hoisted in
47 places, even if it had not been raised in the capital.
The flag (source: "Seli Hoo", a monthly news bulletin on Vanuaku and New
Caledonia N ° 3/4, jan-feb. 1978, page 1) is green, red, black and orange. A
green transverse band, at the hoist, with orange patterns. Green symbolizes the
beauty of the country (forests, agriculture). A vertical spatula and a curved
spatula represent, respectively the tools of men for working the land, and those
of women who are used as digging sticks when they are gardening. Below the
spatulas a mountain of three ridges. The fly is red, the color of blood and the
unity of the people, a black triangle superimposed symbolizes the Melanesian
race. Its dimensions are 0.96 m x 1.16 m*.

The flag of Vanuaaku Pati was created in 1975, it is different from the one
hoisted by the GPPV. The floating part has three longitudinal stripes, red,
black, red.'
